Sir,
I have the honour t: inform you that the Air Ministry is desirous of ime iately commencing building both on the Officers Mess site and on what is known as the triangular area at Kei Tak. I am instructed to eng ire if your Goverment will agree to ime late transfer of these areas on a free basis granting full maritime rights. The latter is necessary as it is essential t at Flying Boats should have unrestricted access. It is underst od that His Excellency is being communicated with on this subject by letter.
